Parliamentary Services Act 2025 Receives Royal Assent, Signaling New Era for Malaysian Parliament

Kuala lumpur: The Parliamentary Services Act 2025 (PSA) has received royal assent from His Majesty Sultan Ibrahim, King of Malaysia, enabling Parliament to operate as an independent entity, announced Dewan Rakyat Speaker Tan Sri Dr Johari Abdul. The effective date for the implementation of the Act will be announced soon by Minister in the Prime Minister’s Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said.

According to BERNAMA News Agency, Johari expressed gratitude for the royal assent, highlighting the significance of Parliament’s newfound independence. He mentioned that Parliament would convene on July 21, and discussions with Minister Azalina will be held to establish the official date for the enforcement of the Act. Johari made these remarks while inaugurating the Malaysia Youth Parliament (PBMy) 2025 Guidebook Enhancement Workshop at Klana Resort Seremban, with notable attendees including PBMy advisory chairman Tan Sri Borhan Dolah and Malaysian Parliament chief administrator Datuk Ahmad Husaini Abdul Rahman.

Johari elaborated that the PSA’s implementation will enable Parliament to function without directives from the Executive. He emphasized the collaborative effort between the opposition and the government, both of which fully supported the Act. On March 5 of this year, the Dewan Rakyat passed the Parliamentary Services Bill 2025, granting Parliament autonomy over its policies and governance for the first time in over three decades.

This development marks a significant milestone in the institutional reform initiatives led by the MADANI Government, aimed at restoring Malaysia’s administration by enacting legislation that allows Parliament to operate as an independent and sovereign institution. The original Parliamentary Services Act was first introduced in 1963 but was repealed in 1992.

Johari also announced that the Malaysia Youth Parliament (PBMy) is expected to be implemented in June next year. The secretariat is currently formulating its implementation policy, which includes planning, ICT system development, selection of PBMy members, and leadership strengthening programs.
