Malaysia Targets Full Supply Chain Development for Rare Earth Elements

Kuala lumpur: Malaysia is actively seeking investors in the rare earth element (REE) sector to not only explore opportunities but also to share their technology and engage comprehensively in the entire supply chain. This strategic move aims to ensure that the nation benefits fully from the critical minerals and does not remain a mere exporter of raw materials.

According to BERNAMA News Agency, Datuk Seri Johari Abdul Ghani, Malaysia's Minister of Investment, Trade, and Industry, emphasized the importance of investors bringing their technology and collaborating directly in upstream, midstream, and downstream activities. Addressing reporters at the Invest in Perak Day 2026, officiated by Menteri Besar Datuk Seri Saarani Mohamad, Johari stressed that capturing greater value from REEs is essential due to their high demand and significance in global technological developments.

Johari outlined that the Ministry of Investment, Trade, and Industry (MITI) would prioritize midstream and downstream processing, while the Ministry of Natural Resources and Environmental Sustainability (NRES) would manage upstream activities. He highlighted the necessity of revisiting regulations and laws to protect investors' intellectual property and trade secrets, ensuring confidentiality and safeguarding technology brought into the country.

During his speech, Johari urged the Malaysian Investment Development Authority (MIDA) and MITI to collaboratively formulate strategies for direct involvement in midstream and downstream processes. He also called for state governments to be fully engaged in upstream activities to foster a holistic approach to REE development.

In a related statement, Menteri Besar Datuk Seri Saarani Mohamad indicated that the Perak government would adopt a cautious approach, prioritizing the selection of competent investors who are committed to transferring expertise. Regarding the progress of REE investments in Perak, Saarani noted that approximately 75% of approved investment commitments have been realized, with the remaining still under implementation, reflecting a careful but steady advancement in the sector.
