Kuala lumpur: The Gig Workers Bill 2025, which was tabled for the first reading at the Dewan Rakyat today, introduces a comprehensive framework that aims to benefit both gig workers and platform operators, as reported by North South Initiative (NSI).
According to BERNAMA News Agency, the labour rights organisation stated that the proposed bill presents an equitable roadmap for all parties involved, aligning with international labour standards. NSI emphasized that the bill incorporates the four pillars of the International Labor Organisation’s Decent Work Agenda, which include the right to work, rights at work, promotion of social dialogue, and extending social protection.
The bill is designed to balance protections for workers and platform providers, ensure equitable profit distribution, foster social dialogue, and establish a fair and effective dispute resolution mechanism. These provisions, according to NSI, are expected to reduce operating costs for platform operators by ensuring industrial harmony.
Given the dynamic nature of the gig economy, the bill proposes the formation of a consultative council to empower social dialogue. This council will be responsible for continuously monitoring issues as they arise and suggesting improvements and amendments to the bill.
Furthermore, NSI defended the bill’s development process, highlighting the efforts of the Human Resource Ministry (KESUMA) in organizing roadshows and consultations. These initiatives have gathered input from thousands of gig workers and various platform operators since last year. NSI praised the transparency and participatory engagement involved in the bill’s creation, noting it as unprecedented in Malaysia’s legislative process.
