Kuala lumpur: The Ministry of Transport (MOT) has appointed four companies to implement Motor Vehicle Inspection Centre (PPKM) services with a specific function for the Change of Ownership Inspection (M.V.15) for private vehicles. Transport Minister Anthony Loke Siew Fook stated that this initiative aims to increase the supply of vehicle ownership inspection services in the market, facilitating the process for the public.
According to BERNAMA News Agency, the decision to appoint four companies was made during a Cabinet Meeting on March 17, 2023. This move allows other qualified companies to provide motor vehicle inspection services, under the Road Transport Act 1987 [Act 333]. The appointed companies are Carro Technology Sdn Bhd, Carsome Academy Sdn Bhd, Wawasan Bintang Sdn Bhd, and Beriman Gold Sdn Bhd.
The companies have been given a 12-month timeframe to prepare according to the conditions set out in the Guidelines for Granting PPKM Licenses M.V.15. During this period, the Road Transport Department (JPJ) will monitor the preparations, and the Operating License will be granted once all regulatory and equipment requirements are met.
The main conditions include a minimum paid-up capital of RM1 million, local ownership, and the submission of a location proposal for approval. Companies must also develop premises, acquire inspection equipment, integrate with the MySIKAP system, and ensure Motor Vehicle Inspectors receive JPJ accreditation.
Companies involved in other activities, like buying and selling used vehicles, must provide a dedicated inspection room or lane and special staff for PPKM M.V.15 operations, adhering to ISO/IEC 17020:2012 standards. This expansion of PPKMs aims to increase competition and enhance the quality of vehicle inspections for road safety.
Additionally, Loke mentioned potential future requirements for motorcycle inspections before ownership changes, depending on the success and facilities of the new inspection services.
