DBKL Opens Applications For PTKL2040 Amendments

Kuala lumpur: Kuala Lumpur City Hall (DBKL) is inviting registered landowners, developers, and members of the public to submit applications for amendments to the Kuala Lumpur Local Plan 2040 (PTKL2040), which is currently in force as the capital's primary development reference document. Kuala Lumpur Mayor Datuk Seri Fadlun Mak Ujud announced that interested parties must submit a Letter of Intent (LOI) to DBKL's City Planning Department (JPRB) by 5 pm on July 10.

According to BERNAMA News Agency, the letter must include the justification for the proposed amendment, a clear location or site plan, and the latest land title documents for the site concerned. Mayor Fadlun emphasized that the implementation of amendments to a gazetted local plan is a dynamic measure designed to align current policies with ongoing urban planning and development needs, taking into account international economic challenges.

He further elaborated that this initiative aims to facilitate a comprehensive planning mechanism, enabling the review of land-use zoning, development intensity, and development control parameters systematically, as outlined under the Federal Territory (Planning) Act 1982 (Act 267). PTKL2040, which was gazetted on May 28 last year and came into effect on June 11 this year, serves as a statutory document translating the strategic direction of the Kuala Lumpur Structure Plan 2040 (PSKL2040) into spatial planning policies.

Amendments to the local plan are governed by Section 17(1) of Act 267, which grants the Mayor the authority to propose amendments, revisions, revocations, or replacements of all or part of a gazetted local plan at any time. Applicants will be required to appoint a Registered Town Planner to prepare a Local Plan Amendment Proposal Report based on the scope of their application, Mayor Fadlun stated.

Additionally, the Manual for the Kuala Lumpur Local Plan Amendment Proposal Report will be accessible through the Kuala Lumpur Development Plan portal starting today. In conjunction with these developments, DBKL has introduced new Guidelines on Incentives for the Implementation of Kuala Lumpur Redevelopment Projects. These guidelines aim to replace and enhance existing provisions related to urban redevelopment incentives.

Following a review of the Kuala Lumpur Urban Renewal Implementation Guide 2021 and the Federal Territory of Kuala Lumpur Redevelopment Incentive Breakdown Guidelines 2023, the new guidelines will take effect immediately and are available on DBKL's official website at dbkl.gov.my.
