Kuala Lumpur: Several matters within the framework of the Parliamentary Services Act 2025 (PSA) are being fine-tuned before the law can be enforced, said Dewan Rakyat Speaker Tan Sri Johari Abdul. He mentioned that these detailed matters would be tabled for approval at the Second Meeting of the Fourth Session of the Fifteenth Parliament, scheduled to begin on July 21.
According to BERNAMA News Agency, Tan Sri Johari Abdul expressed confidence that the refinements would be completed within a month or two. He assured that during the first week of the forthcoming parliamentary meeting, Members of Parliament would be notified, as several matters need to be approved by the House. These remarks were made at a programme involving the Dewan Speaker and the Gotong-Royong of Malaysian Parliamentarians.
The Parliamentary Services Bill (RUU) 2025, which was passed last March by the Dewan Rakyat, grants autonomous power to the Parliamentary Services to determine the policies and governance of the Malaysian Parliament after a 33-year hiatus. The bill’s passage occurred through a majority voice vote following debates by 35 government and opposition MPs.
This legislative milestone is part of the MADANI Government’s broader institutional reform efforts, focusing on restoring the nation’s governance framework. The aim is to ensure that Parliament operates as a truly independent and sovereign institution, separate from public service influence.
The Parliamentary Services Bill 2025 also proposes the establishment of the Parliamentary Service Council (MPP). This council will be responsible for overseeing appointments and employment terms for parliamentary service members, managing financial matters related to the service, and developing training programmes for parliamentary staff.
