Selangor Advances Parking Management with Smart Intelligent Parking System

Shah alam: Parking management in Selangor has been outsourced to concessionaires since 1996, with five local authorities (PBTs) continuing this practice as of June, according to State Local Government and Tourism Committee chairman Datuk Ng Suee Lim. Ng claims that the upcoming implementation of a new system on August 1 aims to enhance the current parking management approach.

According to BERNAMA News Agency, the introduction of Smart Intelligent Parking (SIP) is designed to create a balanced benefit for all stakeholders, with the involvement of the Menteri Besar Selangor Incorporated (Selangor MBI) in the process. Ng emphasized that the decision to adopt this management model was made during the 33rd/2024 State Executive Council Meeting on November 28, 2024, and confirmed in a subsequent meeting on December 6, 2024.

The Selangor government has agreed in principle to manage parking through a collaboration between Selangor MBI and private companies. Confirmation for Rantaian Mesra Sdn Bhd, a wholly-owned subsidiary under the MBI Group, to implement Smart TLK management was made in the 12th/MMKN 2025 meeting on April 23, 2025, and reaffirmed on April 30, 2025.

Ng elaborated that the Smart Parking model will involve a tripartite collaboration between the local authority (PBT), Rantaian Mesra as the system coordinator, and the appointed concessionaire. This agreement will clearly define the roles and responsibilities of each party, adhering to prescribed governance standards.

The concessionaire is set to invest RM200 million in Smart Parking Infrastructure, which includes the installation of 1,800 closed-circuit cameras across the four PBTs involved in the first phase. Ng noted that enforcement will remain under the jurisdiction of the PBTs, as outlined in the Road Transport Act 1987 and the Local Government Act 1976.

Ng further clarified that the concessionaire will handle system maintenance and staff salaries, while enforcement actions, such as issuing compound notices, will continue to be the responsibility of PBT officers. The PBTs are expected to see increased revenue without incurring operating costs.
