KPDN Opens Diesel Reimbursement Claims for Transport Companies in Sabah, Sarawak, and Labuan

Kuala lumpur: The government has announced the opening of applications for diesel cash reimbursement claims under the Subsidised Diesel Control System (SKDS) starting July 1. This initiative is specifically targeted at eligible public and goods land transport companies operating in Sabah, Sarawak, and the Federal Territory of Labuan, which are still awaiting their fleet cards.

According to BERNAMA News Agency, Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali stated that the reimbursement facility will allow these companies to claim the difference between the retail price of unsubsidised diesel and the subsidised SKDS diesel price. This measure is in place to support them while they await the issuance of their fleet cards. The implementation of fleet cards under the SKDS is set to coincide with the nationwide rollout of targeted diesel subsidies from July 1.

The Minister emphasized that this requirement is applicable to public land transport and goods land transport operators in the mentioned regions. Under this mechanism, eligible vehicle categories will continue to benefit from subsidised diesel, priced at RM1.88 per litre for public land transport and RM2.15 per litre for goods land transport.

As of June 22, data indicates that 8,445 companies, encompassing 30,557 vehicles, have registered under the SKDS across Sabah, Sarawak, and Labuan. Specifically, Sabah has 4,062 companies with 14,750 vehicles, Sarawak has 4,108 companies with 15,030 vehicles, and Labuan has 275 companies with 777 vehicles.

The registration process for the public land transport sector in these territories began on June 10, 2024, while the goods land transport sector started on May 4. The registration for the diesel subsidy involves two steps: registration via the MySubsidi portal and applying for a fleet card from the chosen oil company after receiving the SKDS approval letter.

Armizan highlighted that the issuance and delivery of fleet cards by oil companies typically take between two and three weeks, contingent upon their internal processes. The reimbursement claims are subject to certain conditions, including eligibility criteria and registration under the SKDS, with the fleet card application submitted by June 30.

The claims will cover diesel purchases made between July 1 and July 31, or until the fleet card is received, whichever comes first. Applications for reimbursement should be submitted through the MySubsidi portal, accompanied by proof of diesel purchases via uploaded receipts.

Reimbursement payments will be processed and credited to company bank accounts by the Ministry of Finance within 15 working days post-verification by SKDS administrators at the Ministry of Domestic Trade and Cost of Living (KPDN). Armizan urged all eligible transport companies in Sabah, Sarawak, and Labuan to register promptly under the SKDS and submit fleet card applications to ensure uninterrupted access to subsidised diesel.
