KLLP2040 Sets Stage For Inclusive, People-centred Urban Overhaul – PM Anwar

Kuala Lumpur: The Kuala Lumpur Local Plan 2040 (KLLP2040), launched today, marks the beginning of a sweeping overhaul in the capital city’s development strategy, Prime Minister Datuk Seri Anwar Ibrahim announced.

According to BERNAMA News Agency, Anwar described KLLP2040 as the most comprehensive plan in the history of Kuala Lumpur City Hall (DBKL), emphasizing that it represents a philosophical and strategic shift aimed at transforming Kuala Lumpur into a more humane, inclusive, and equitable city for all communities.

He explained that the KLLP2040 integrates new thinking and cutting-edge technologies, including digital innovation and artificial intelligence, particularly in the development of public housing. Anwar noted the challenges of working within existing structures, emphasizing that this plan does not mean reinventing a brand-new image for Kuala Lumpur but improving within the current framework.

Anwar highlighted the need to fix existing issues such as chaotic planning systems and lax governance practices. He acknowledged delays due to the COVID-19 pandemic but assured that the MADANI government had undertaken a comprehensive review to ensure sustainable and inclusive growth for Kuala Lumpur.

He stressed the importance of engaging stakeholders, including local communities and businesses, to ensure all voices were considered. Anwar emphasized prioritizing the needs of the B40 and M40 groups, who have often been overlooked in urban development.

Despite resistance from elite groups regarding redesigned public housing projects, Anwar affirmed the government’s commitment to support marginalized communities. He stated the need for a balanced approach to urban growth, considering the needs of ordinary people and small businesses.

Anwar underscored that urban growth must include a sustainable ecosystem integrating education, healthcare, childcare, and public transportation. He cited vertical schools as an example of innovative urban development.

He noted that PTKL2040 translates this vision into action, reinforcing Kuala Lumpur’s planning framework in line with a broader sustainability agenda and the principle of ‘A City for All.’ The plan will guide DBKL in future development proposals and strategies.

The launch at the DBKL Training Institute in Bandar Tun Razak was attended by notable figures including the Prime Minister’s wife, Datuk Seri Dr Wan Azizah Wan Ismail, and other government ministers and officials.
