Pahang: The Enforcement Agency Integrity Commission (EAIC) has disclosed an incident in which a client at the Narcotics Addiction Rehabilitation Centre (PUSPEN) in Pahang was allegedly beaten and injured during their rehabilitation last year.
According to BERNAMA News Agency, the EAIC issued a statement today highlighting that a complaint had been lodged regarding the incident, prompting an investigation. The investigation concluded that there was evidence supporting the claim that the client was beaten, resulting in injuries while undergoing treatment at the centre.
The EAIC expressed concerns about a potential cover-up by PUSPEN, as the notification of the client’s injuries was reported to the National Anti-Drug Agency (AADK) Headquarters after an unreasonable delay. In response to these findings, the EAIC has decided to refer the investigation results to the Attorney General’s Chambers (AGC), recommending a criminal investigation under section 324 of the Penal Code (Act 574) or any related section against those suspected to be involved.
Addressing the suspected concealment by PUSPEN, the EAIC also plans to recommend disciplinary action against the involved officer under Regulation 38 of the Public Officers (Conduct and Discipline) Regulations 1993 [P.U. (A) 395/1993]. This recommendation is due to an alleged violation of the order as outlined in Regulation 4(2)(i) of the same regulations.
Furthermore, to enhance client safety within the PUSPEN facility, the EAIC has proposed the installation of closed-circuit cameras. This measure aims to ensure the protection of clients undergoing rehabilitation at the centre.
