Kuala lumpur: The tabling of the 13th Malaysia Plan (MP13) is set to be the central focus of the Second Meeting of the Fourth Session of the 15th Parliament, which commences on Monday and will continue until August 28. Dewan Rakyat Speaker Tan Sri Johari Abdul announced that Prime Minister Datuk Seri Anwar Ibrahim, who also serves as the Minister of Finance, will present MP13 during the second week of the session on July 31.
According to BERNAMA News Agency, MP13 outlines the development trajectory for Malaysia from 2026 to 2030 and marks the first plan under the MADANI Government led by Anwar as the 10th Prime Minister. Anwar has previously indicated that MP13 focuses on economic empowerment through income enhancement, structural economic reforms that are inclusive and sustainable, and improved governance and public service efficiency.
Additionally, the plan emphasizes regional justice, development of human capital, and policy reforms aimed at enhancing Malaysia’s global competitiveness, aligning with the principles outlined in MADANI Malaysia. Speaker Johari emphasized the importance of providing ample debate time for Members of Parliament to discuss MP13, urging representatives to engage professionally and constructively during the session.
Johari expressed a desire for substantive debates and discouraged excessive politicization, suggesting that MPs focus on contributing suggestions that could aid the government. The Dewan Rakyat calendar indicates that the MP13 debate will last eight days starting August 4, with ministerial responses spanning four days from August 18.
This session is anticipated to feature dynamic policy debates, as it is a key meeting prior to the 2026 Budget tabling scheduled for October. Besides MP13, Johari noted that the session would include the discussion of several significant bills related to institutional reform, governance, public services, and public welfare.
In line with the Parliamentary Services Act 2025, Johari mentioned ongoing efforts to reform and strengthen the role of Parliament, particularly through the expansion of the Special Select Committee’s participation, which includes both government and opposition MPs with diverse expertise.
Regarding the positions of Pandan MP Datuk Seri Rafizi Ramli and Setiawangsa MP Nik Nazmi Nik Ahmad in the Dewan Rakyat after their Cabinet resignations, Johari stated that they will be relocated to the government backbenchers’ area, consistent with standard practice for MPs no longer in the administration.
