Kuala Lumpur: The job rotation policy for civil servants stationed at service counters for over five years must be implemented in stages to ensure it does not disrupt the operation of government services, said Public Service director-general (KPPA) Tan Sri Wan Ahmad Dahlan Abdul Aziz. He noted that this effort aligns with a directive from the Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar, which is mandated for implementation this month.
According to BERNAMA News Agency, the Public Service Department (PSD) will coordinate the rotation of clerical counter staff, involving 1,063 individuals. These staff members, categorized as general officers, will undergo job rotations under the supervision of their respective department heads, particularly in non-general officer roles such as those within the Road Transport Department (JPJ) and the Immigration Department.
Wan Ahmad Dahlan emphasized that counter staff must be knowledgeable to effectively assist customers who require detailed explanations. “We will find ways to equip them (with knowledge),” he stated during an interview, underscoring the importance of smooth processes and improved public services.
He further explained that the five-year job rotation policy is not new, having been in practice within the federal public service for the past two decades. The PSD anticipates that state public services and statutory bodies will adopt the policy, addressing numerous complaints about service quality at government counters.
For officers in non-sensitive positions, Wan Ahmad Dahlan noted that they are allowed up to eight years in their roles. He believes the job rotation policy is advantageous as it provides public servants with additional knowledge, enhances safety, and broadens their professional networks.
The PSD is committed to monitoring civil servants’ performance and ensuring department heads adhere to the job rotation policy principles, aiming for the overall betterment of the public service.
