Community Mediators Key in Resolving Local Conflicts: JPNIN

Penang: A community mediator plays an important role as an intermediary in resolving conflicts and misunderstandings at the community level. The Penang National Unity and Integration Department (JPNIN) deputy director Zulkhairi Zainal emphasized the vital role community mediators play in proactively and transparently resolving minor disputes, thereby preventing the need for court or enforcement intervention.

According to BERNAMA News Agency, these mediators, who are often chairpersons of the Neighbourhood Watch Areas (KRT), are specifically trained and certified by JPNIN to serve as initial assistants in community disputes. They work voluntarily and without payment, aiming to address issues before they escalate.

Zulkhairi Zainal highlighted that there are currently 47 active community mediators in Penang. JPNIN is committed to continuously training chairpersons and new KRT committee members to enhance this vital role within communities.

A recent dialogue session in Penang, which included agencies such as the Royal Malaysia Police, National Education Department, National Anti-Drug Agency, and the Penang Housing Board, aimed to introduce the mediators’ roles and foster collaboration opportunities. Zulkhairi noted the potential for mediators to resolve domestic issues in schools or police stations, such as misunderstandings and minor arguments, without resorting to legal proceedings.

He further suggested that government agencies dealing with community-related issues should consider community mediators as the first point of contact for peacefully and judiciously resolving conflicts.

According to the National Unity Ministry, the role of community mediators is to act as neutral third parties who work to gain the acceptance of those involved in social conflicts. Their goal is to help parties find common ground, ensuring relationships improve rather than deteriorate.
