Act 672: Johor SWCorp To Carry Out Random Operation On All Individuals

Johor: The Johor Solid Waste and Public Cleansing Management Corporation (SWCorp) is conducting random and comprehensive operations on individuals, regardless of citizenship status. This follows the enforcement of the Community Service Order under the Solid Waste and Public Cleansing Management Act 2007 (Act 672).

According to BERNAMA News Agency, Johor SWCorp director Zainal Fitri Ahmad stated that there would be no compromise on individuals found guilty of littering in public places. Enforcement procedures are consistent for both citizens and non-citizens, though handling cases involving foreigners poses challenges, such as managing summonses and ensuring court attendance for prosecution purposes.

Zainal Fitri emphasized the importance of collaboration with the Local Authorities (PBT), the Royal Malaysian Police (PDRM), and the Immigration Department (JIM) to uphold cleanliness laws. Preventive measures are being strengthened through publicity strategies, awareness campaigns, and community collaborations.

On January 5, five individuals, including three Singaporeans, received compound notices for littering. The Community Service Order under Act 672, implemented as a punishment for littering, took effect on January 1. This amendment to Act 672 was passed by the Dewan Rakyat in August 2025 and later tabled in the Dewan Negara.

The corporation is assessing the operation's effectiveness through increased immediate arrests in the field. An undercover approach is being employed to catch offenders, with plainclothes officers facilitating immediate action and altering community attitudes towards littering.

SWCorp aims to reduce littering cases over the next three years, targeting waste-free public spaces and promoting a culture of cleanliness. These efforts align with the Johor Clean City 2030 initiative, aiming for a Clean, Beautiful, and Prosperous Malaysia.

Zainal Fitri announced that 39 Notices of Offence have been issued under Act 672. Permission to Prosecute was obtained from the deputy public prosecutor on January 7, and the case is now awaiting a court date for mention.
