4P Concept Driving Kuala Lumpur’s Sustainable Development: Maimunah

Kuala lumpur: The 4P concept – Public, Private, People, and Partnership – has successfully driven the development of Kuala Lumpur as a sustainable and liveable city, says Kuala Lumpur Mayor Datuk Seri Dr Maimunah Mohd Sharif. Maimunah stated that the concept aligns with Kuala Lumpur’s vision of becoming a ‘City for All,’ focusing on the active participation of the public sector, private sector, and local communities in shaping the capital’s future.

According to BERNAMA News Agency, Maimunah emphasized the relevance of the 4P concept in making Kuala Lumpur a sustainable and cherished city. During her appearance on Bernama TV’s Ruang Bicara programme, she highlighted the collaboration with the private sector, which has accelerated urban development projects and added value in terms of maintenance, infrastructure, and community well-being.

Maimunah cited the Kuala Lumpur City Hall’s (DBKL) establishment of the DBKL Endowment Fund as an example of the 4P concept in action. This fund allows private entities to contribute to six areas, including landscaping, infrastructure, housing, education, and mobility. She mentioned the strong backing from the private sector for DBKL’s green and community-driven initiatives, such as the ‘adopt-a-park’ programme, which currently involves 27 city parks, and beautification projects in Kuala Lumpur’s heritage back lanes through murals and public art.

Further illustrating the collaboration, Maimunah noted that DBKL works with solar technology providers and paint manufacturers to support residents of the People’s Housing Projects (PPR) through renewable energy solutions and by enhancing the appearance of residential buildings. She also mentioned the ‘Car Free Morning’ programme organized by DBKL, which receives support from the private sector, including OCBC Bank, which provides bicycles for public use, showcasing partnerships that alleviate the financial burden on local authorities.

Maimunah highlighted the Kuala Lumpur Local Plan 2040 (PTKL2040) as the city’s main development guideline, which was gazetted on May 28 and came into effect on June 11. The plan underwent an extensive public engagement process, gathering over 38,000 responses and 51 briefing sessions, demonstrating a commitment to inclusive development. She added that agencies like the Department of Irrigation and Drainage (DID) and Public Works Department (PWD) could use this plan as a reference and guideline for their development activities.
