13MP: New Project Management Mechanism To Be Introduced

Kuala lumpur: A new and more comprehensive project management mechanism will be introduced to facilitate more strategic and effective planning and implementation of development projects.

According to BERNAMA News Agency, the 13th Malaysia Plan (13MP) document released by the Ministry of Economy today outlines the establishment of a group of strategic planners with specialised skills in each ministry. Additionally, a strategic planning module will be developed to enhance the competency of civil servants in managing development projects.

The document further states that improvements and expansions will be made to the turnkey and design-and-build project implementation models, with tighter cost controls being a priority. Multi-purpose infrastructure projects will take precedence under 13MP to optimise resource utilisation. The plan also explores the potential for designating parts of large-scale high-rise housing areas as public facilities, such as schools and health clinics, to ensure simultaneous and integrated implementation of housing development and facility provision.

Efforts to maximise the use of federal land banks for federal development projects will be reinforced through improved land management procedures, with land acquisition processes being centralised under the Department of the Director General of Lands and Mines. The document also mentions that public interest projects like schools and health clinics will be opened to private property developers to address idle and undeveloped land issues.

The implementation of public-private partnership (PPP) projects will be strengthened based on the Public-Private Partnership Master Plan 2030 (PIKAS 2030), focusing on user-paid models for infrastructure and services provision as options for the populace. Approval of new PPP projects involving government financial commitments will adhere to the scope and allocation limits under 13MP. Furthermore, PPP governance will be fortified with the introduction of specific legislation related to PPPs.

Governance reforms in the planning and implementation of government projects, according to the document, aim to enhance public financial management efficiency and reduce leakages, aligning with the good governance thrust under the MADANI Economy framework. This approach is expected to provide the people with quality infrastructure and public facilities.

The provision of transparent, agile, and efficient infrastructure and services will also serve to attract investors, encouraging the initiation of businesses and thereby supporting economic growth, as highlighted in the document.
