Kuala Lumpur:Six resolutions from the Fifth National Research Conference on Governance, Integrity and Anti-Corruption (TIAR) 2026 will be presented to the Special Cabinet Committee on National Governance (JKKTN) at its upcoming meeting.
According to BERNAMA News Agency, Malaysian Anti-Corruption Commission (MACC) Chief Commissioner Datuk Seri Abd Halim Aman emphasized the importance of transforming these resolutions into actionable improvements, especially for enhancing corruption prevention. This move aims to ensure the resolutions do not remain as mere conference conclusions.
One of the resolutions proposes the creation of an integrated National Grant Governance Framework (KTGGN). Other resolutions focus on the development of Government Procurement Regulations for Public-Private Partnerships to improve government concession management and the enhancement of the eCOSS ecosystem through advanced data integration for monitoring cooking oil transactions.
The submission of these resolutions aligns with MACC's proactive and risk-based strategy to strengthen corruption prevention. The JKKTN, led by Prime Minister Datuk Seri Anwar Ibrahim, convenes three times annually. Although a meeting took place today, the resolutions were not tabled due to the recent conclusion of the TIAR conference.
Abd Halim suggested that the resolutions might be considered at the committee's next meeting. He further stressed the need for corruption prevention efforts to leverage investigation findings, data, and risk analysis to identify and mitigate potential corruption opportunities. Strengthening Integrity Units as strategic partners to management is also crucial for addressing systemic weaknesses and identifying risks to prevent regulation breaches early on.
In his address, Abd Halim highlighted the necessity of focusing on prevention through a risk-based approach rather than solely reacting after an offence occurs.
