PDRM Initiates Dual Investigation into Alleged Misconduct by Officer in Kulim Incident


Penang: The police have launched a dual investigation into a widely circulated incident involving a police officer who is alleged to have stepped on a suspect’s head during an arrest in Kulim, Kedah. Deputy Inspector-General of Police Tan Sri Ayob Khan Mydin Pitchay announced that the investigation is being conducted in parallel with a criminal probe under Sections 323 and 427 of the Penal Code. An internal investigation focusing on disciplinary action is also underway.



According to BERNAMA News Agency, Ayob Khan assured that the findings of the investigations will be disclosed upon completion. Both criminal and disciplinary investigations are being conducted concurrently to ensure a thorough examination of the incident. Ayob Khan emphasized the commitment of the Royal Malaysia Police (PDRM) to not shield any officer involved in misconduct.



During the Penang Crime Consciousness and Public Security Society (CCPSS) Premier Forum, Ayob Khan elaborated on the standard operating procedures (SOP) for arrests. He highlighted that while the SOP permits the use of force under specific conditions, the force employed must be appropriate to the situation at hand. In instances where a suspect’s actions pose a security threat, the level of force may need to be adjusted accordingly.



Ayob Khan reiterated PDRM’s dedication to conducting a transparent investigation and assured the public that the results would be shared once the process is concluded. The incident in question gained widespread attention following the circulation of a 29-second video on social media. The video, confirmed by PDRM, shows a man being apprehended in front of a motorcycle accessories shop on Jalan Tunku Putra, Kulim. The footage depicts the man being pulled from a motorcycle and subsequently having his head stepped on by a police officer. Kulim deputy district police chief DSP Tengku Mohd Faisal Tengku Yeng noted that the incident occurred during a routine crime prevention patrol operation.
