MoF Warns Against Unauthorised MyKad Use For BUDI95 Transactions

Kuala lumpur: The Ministry of Finance (MoF) has issued a stern warning that no party is allowed to use another individual's MyKad without consent to obtain subsidy benefits under the BUDI MADANI RON95 (BUDI95) initiative.

According to BERNAMA News Agency, the MoF has taken seriously several recent complaints regarding alleged unauthorised use of MyKad information in BUDI95 transactions. The ministry emphasized that the use or possession of another person's MyKad without lawful authority constitutes a serious offence under Regulation 25 of the National Registration Regulations 1990. Offenders face a fine of up to RM20,000, imprisonment for up to three years, or both upon conviction.

The MoF has instructed fuel retail companies to tighten compliance with the standard operating procedures (SOP) for MyKad verification in every BUDI95 transaction. Manual transactions without prior physical verification of the MyKad are not permitted, as they are vulnerable to unauthorised transactions, subsidy abuse, and breaches in programme implementation integrity.

The ministry has also directed fuel retail companies to conduct further investigations into SOP-violating transactions and take appropriate follow-up action against the involved stations. Measures include strengthening internal monitoring to ensure compliance at all petrol stations, retraining frontline staff, displaying the SOP at payment counters, and providing appropriate compensation to affected customers, pending investigation outcomes.

Fuel retail companies have been instructed to contact affected MyKad holders to discuss the matter further. The MoF will continue to monitor BUDI95 transaction patterns at all petrol stations and will not compromise on any non-compliance with SOPs or misuse of targeted subsidies.

BUDI95 recipients are advised to check their transaction records via the portal https://www.budi95.gov.my and to file a police report immediately if they detect any unauthorised transactions. Affected recipients may lodge a complaint within 30 days of the incident with the BUDI MADANI Contact Centre (BMCC) by submitting required supporting documents for further action. Complaints can be submitted to the BMCC via 1300-88-9595, WhatsApp at +603-2631 4595, or email at [email protected], which operates 24 hours a day, seven days a week.

The ministry also urged the public to remain vigilant and not to share MyKad information with any party for subsidy transactions.
