KPDN Aims to Strengthen Regulations on SKDS and SKPS Fleet Cards

Kuala lumpur: The Ministry of Domestic Trade and Cost of Living (KPDN) is taking steps to draft specific regulations under the Control of Supplies Act 1961, aiming to establish a clear legal framework for the use of fleet cards. The federal government is focused on enhancing control and enforcement mechanisms related to fleet cards used in fuel subsidy distribution through the Subsidised Diesel Control Scheme (SKDS) and the Subsidised Petrol Control Scheme (SKPS).

According to BERNAMA News Agency, Datuk Armizan Mohd Ali, Minister of KPDN, emphasized that the proposed regulations would address responsibilities of fleet card holders and oil companies, as well as outline offenses and penalties for subsidy abuse. This initiative follows the discovery of misuse and embezzlement involving fleet cards. Since the beginning of 2023 until May 14, authorities have blocked 223 fleet cards under SKDS and SKPS.

Armizan highlighted that KPDN is committed to intensifying monitoring and enforcement efforts. Parties found misusing fleet cards for embezzling diesel and petrol subsidies will face strict actions. He noted the need for imposing fines and not just restricting card usage.

In further developments, the distribution of diesel fuel subsidies for the land transport of goods sector through SKDS will extend to Sabah, Sarawak, and Labuan. Beginning May 4, the initial phase allows companies in these regions to register for SKDS participation. Currently, 23 categories of land transport vehicles are eligible for diesel subsidy prices, with the rate being RM2.15 per litre.

Armizan also discussed the Buy Malaysian Goods Inspiration Programme, a strategy under the Kita Beli Barangan Malaysia initiative. This marketing platform aims to bring together local industry players, enhancing the marketability of Malaysian goods across various segments like food and beverages, lifestyle, beauty, fashion, and handicrafts.
