KKR Urges G1-G4 Contractors to Execute Projects Independently for Enhanced Competitiveness

Perak: The Ministry of Works (KKR) has issued a firm directive to contractors categorized under classes G1 to G4, mandating them to execute awarded projects independently rather than outsourcing them. This initiative is aimed at enhancing their skills and competitive edge both locally and internationally.

According to BERNAMA News Agency, KKR's secretary-general, Datuk Seri Azman Ibrahim, emphasized the importance of self-execution for these contractors to elevate their skills and capabilities. "I really hope subcontractors are avoided," he stated, highlighting the ministry's commitment to working closely with Perak Public Works director, Zamri Mat Kasim, to ensure compliance. The goal is to empower G1-G4 class contractors to ascend to higher classifications, potentially enabling them to compete on a global scale.

Azman made these remarks during the G1-G4 Contractor Draw Ceremony for the Perak State Federal Road. The event, attended by Works Minister Datuk Seri Alexander Nanta Linggi, underscored the ministry's focus on developing local contractors' competitiveness. Azman elaborated on initiatives at the ministry level, including the Competitiveness and Globalisation program, which aims to prepare class contractors for international project bidding.

The draw ceremony is a pivotal element of Budget 2026, designed to expedite federal road maintenance through the involvement of small Bumiputera contractors in the G1 to G4 categories. A budget of RM32.95 million has been allocated for 89 jobs in these categories for maintaining Perak State Federal Roads.

In a related announcement, Azman revealed the government's approval of nearly RM28 million for the establishment of Building Information Modelling (BIM) Laboratories nationwide. This initiative is part of efforts to enhance local contractors' skills and position Malaysia as a leader in contractor development.

Meanwhile, a KKR statement confirmed a RM300 million allocation for the G1 to G4 Contractor Registration Programme in 2026. This funding aims to increase small contractor participation in federal road maintenance across Peninsular Malaysia. The programme, approved on January 21, 2026, covers 758 contracts, expanding job opportunities compared to 2025.

The scope of work includes pavement maintenance and non-pavement enhancements such as road safety and aesthetics. KKR stressed that future job opportunities would be contingent on contractor performance, aligning with the MYJalan Programme's standards for quality, cost, and safety.

Furthermore, 1,731 qualified contractors participated in the balloting process, which was conducted transparently by the Drawing Committee (JCU) and broadcasted live online. Participation required registration with CIDB, possession of a Bumiputera Status Certificate (STB), and a solid track record.
