Bumiputera Contractors to See Increased Procurement Value by 2027

Kuala Lumpur:Prime Minister Datuk Seri Anwar Ibrahim announced an increase in government procurement value allocated to Bumiputera G1-G4 contractors, reaching RM7.5 billion by 2027, up from RM4 billion this year.

According to BERNAMA News Agency, Anwar revealed this development while presenting Budget 2027 in the Dewan Rakyat. The procurement guidelines allow direct procurement for maintenance, repair, and improvement work on government facilities up to RM200,000, with quotations permitted up to RM3 million.

The Bumiputera Agenda Steering Unit (Teraju) will provide up to RM1 billion in financing, enhancing its capability to monitor Bumiputera projects across departments, agencies, and companies more effectively. Additionally, financing by Perbadanan Usahawan Nasional Bhd (PUNB) will increase to RM500 million from RM350 million to strengthen the Bumiputera economy.

The government will introduce a stamp duty facility of RM10 for loan and financing agreements under the CAKNA II Scheme from January 1, 2027, to December 31, 2030. This facility will also extend to the CAKNA I Scheme until December 31, 2030.

Government-linked companies (GLCs) and Petroliam Nasional Bhd (Petronas) are targeting RM58 billion in procurement from Bumiputera companies, with renewed procurement guidelines for GLCs starting in 2027. These guidelines, unchanged since 2006, will focus on company growth, innovation, and market expansion as measures of vendor success.
