Work-Based Learning Emphasized in Budget 2027 for TVET Expansion

Kuala Lampur:Work-based learning (WBL) is highlighted as a crucial element for Budget 2027 to expand Technical and Vocational Education and Training (TVET) access in the country. The aim is to create 1,188,479 new enrolment opportunities between 2027 and 2031.

According to BERNAMA News Agency, Dr. Azmir Mohd Yunus, head of the National TVET Council (MTVET) Secretariat, stated that WBL would allow for greater access to training by reducing dependency on the current physical capacity of TVET institutions, which can accommodate around 450,000 students at a time. This approach involves students spending more time in industry settings, allowing others to utilize the freed-up institutional spaces.

MTVET projections indicate that the enrolment target represents 60% of the 1,980,799 students expected to take the Sijil Pelajaran Malaysia (SPM) exam from 2026 to 2030. The 13th Malaysia Plan initially set a goal to increase TVET enrolment among SPM leavers from 56.86% in 2025 to 60% by 2030, later adjusted to 70% during an MTVET meeting on March 5.

Dr. Azmir emphasized models such as WBL, apprenticeship programs, and the Industry-Based Academy (ADI) as effective methods combining classroom theory with workplace experience. He suggested that additional funding in Budget 2027 should enhance graduates' earning potential, improve technological skills, and develop talent in high-value sectors like semiconductors and the digital economy.

He also stressed the importance of the TVET 2.0 Transformation, which includes four key shifts: transitioning from institution-based training to workplace-based learning, focusing on upskilling existing workers, advancing from certificate-level training to higher qualifications, and moving from consultative industry involvement to investment partnerships.

Between 2020 and 2025, the Department of Skills Development issued 423,936 Malaysian Skills Certificates, Diplomas, and Advanced Diplomas, with 82.6% at Level 2 and Level 3 certifications. The 2025 TVET Graduate Employment Rate report by the Ministry of Higher Education revealed that 95.9% of TVET graduates were employed, with advanced diploma holders having a 99.1% employment rate.

Income data showed that 26.3% of advanced diploma graduates earned between RM3,001 and RM4,000 monthly, 8.5% between RM4,001 and RM5,000, and 6.6% between RM5,001 and RM10,000. Dr. Azmir highlighted the industry's willingness to pay more for higher-level skills and called for active industry participation in shaping training programs and investing in talent development.

He concluded that TVET 2.0 is about transforming talent identification, training, upskilling, and job market integration, which is essential for building a skilled workforce and ensuring better career prospects. Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim is set to present Budget 2027 in the Dewan Rakyat on Friday.
