Ipoh: The Youth and Sports Ministry (KBS) has underscored the importance of shared responsibility between the Federal and state governments in the development and maintenance of sports facilities, as these are classified under the Concurrent List of the Federal Constitution. This assertion comes amidst concerns over the deteriorating condition of the Velodrom Rakyat in Ipoh, which has prompted calls for immediate intervention.
According to BERNAMA News Agency, the ministry responded to the Malaysian National Cycling Federation's (MNCF) appeal for assistance, emphasizing that the Velodrom Rakyat, constructed in 1989 on state land, falls under the ownership of the Perak State Government and is managed by the Ipoh City Council (MBI). The statement highlighted the Federal Government's contribution of RM12.7 million for the facility's upgrade during the 2018 Malaysia Games (SUKMA) in Perak, reflecting the joint effort required to promote national sports.
KBS expressed optimism that both the State Government and MNCF would fulfill their roles in the upkeep of the velodrome to ensure its continued use by athletes and the general public, especially those residing in Perak. MNCF President Datuk Amarjit Singh Gill has previously called for KBS's immediate action to address safety concerns at the iconic venue.
Amarjit pointed out that bureaucratic challenges and a culture of blame have left the facility unused for over a year, halting both racing and training activities. He identified the absence of a roof as the main issue, which has led to repeated damage to the timber track surface, compromising its safety due to exposure to rain and extreme temperatures.
