Kuala lumpur: Individuals who use public roads to test the speed capabilities of motorcycles or cars can face legal action, even if they are not racing with other vehicles, said Deputy Transport Minister Datuk Hasbi Habibollah. 'Public roads, including straight stretches, must not be used to test vehicle speed as such activities should be carried out on racetracks,' he said when winding up the debate on the Road Transport (Amendment) Bill 2026 in the Dewan Negara today.

According to BERNAMA News Agency, the distinction between speed testing and speeding will be further detailed after amendments to the Road Transport Act 1987 (Act 333) are gazetted. The Road Transport (Amendment) Bill 2026, which aims to curb illegal racing and speed testing involving all types of vehicles, was later passed by a majority voice vote.

The bill includes a new Section 42A(2), under which any person participating in speed testing on the road involving one or more motor vehicles commits an offence and, upon conviction, may be fined not less than RM2,000 and not more than RM10,000, or imprisoned for a term not exceeding two years, or both.
