Sabah:The Sabah Government has introduced an Outcome-Based Integrity (OBI) approach designed to create a resilient and corruption-resistant administrative ecosystem. Chief Minister Datuk Seri Hajiji Noor announced that this method would concentrate on reducing risks of misconduct, enhancing public service transparency, and boosting public and investor confidence.
According to BERNAMA News Agency, the OBI approach mandates that all governance, integrity, and anti-corruption instruments yield tangible outcomes. Integrity is emphasized as a fundamental pillar supporting the Sabah Maju Jaya (SMJ) Development Plan. Key Performance Indicators (KPIs) will incorporate OBI outcome measures for department heads and leaders of state-owned enterprises, focusing on reducing leakage risks and improving service efficiency.
Hajiji made these remarks while inaugurating the 2026 Integrity, Governance and Anti-Corruption Convention (KITA) at the Sabah International Convention Centre. He stressed the importance of ensuring that public funds deliver value and directly benefit the people without being lost to leakages. Governance will adopt a proactive, predictive, and preventive approach, using risk assessments to avert potential issues.
The state government plans to enhance digitalization, data analytics, and behavioral insights, institutionalize OBI in agency performance evaluations, and expand the roles of Certified Integrity Officers (CeIOs). Over 2,500 participants from Sabah attended the KITA 2026, demonstrating a commitment to improving governance and anti-corruption efforts.
Hajiji noted that since KITA's inception in 2023, 10 CeIOs have been appointed, and several systems, including the i-Adu mobile application, i-DIMSS, and i-STANS, have been developed. Additionally, 17 officers have attained Certification in Professional Integrity Assurance and Management from Universiti Sains Malaysia. The Sabah Integrity and Governance Division has received the UNGGUL recognition under the SPINE certification by the Malaysian Institute of Integrity.
