PERKESO to Implement SIP Act Amendments After Two-Year Moratorium

Kuala lumpur: The Social Security Organisation (PERKESO) has announced a two-year moratorium before enforcing amendments to the Employment Insurance System (SIP) Act, which mandates employers to report job vacancies or new positions. This move aims to facilitate a smooth transition and prevent undue pressure on employers, particularly small and medium enterprises (SMEs).

According to BERNAMA News Agency, PERKESO clarified that the amendment to Section 45F of the SIP (Amendment) Bill 2025 is designed to support employers in adapting to the new requirement. The organisation emphasized that the focus during the moratorium will be on education, voluntary compliance, and engagement, rather than penalties. Employers will find the process straightforward and entirely online via the MYFutureJobs portal, easing administrative burdens through automatic updates from PERKESO’s online portal.

Comprehensive engagement sessions with employer groups, industry associations, and human resource practitioners are scheduled following the Senate session’s conclusion on December 18. These sessions aim to explain the implementation mechanism and gather feedback from various stakeholders.

PERKESO highlighted that the amendment is not punitive but seeks to enhance the national employment ecosystem by providing transparent access to job information for Malaysians. This initiative is expected to help employers efficiently match jobs with qualified candidates, thereby boosting productivity and reducing hiring expenses.

Additionally, the amendment will offer a detailed and updated overview of the national labor market, assisting the government in crafting data-driven employment policies and skills training programs. PERKESO reiterated its commitment to ensuring that the amendments are implemented fairly and supportively, contributing to the sustainable development of the country’s economy and labor market.

On Tuesday, the Dewan Rakyat approved the SIP (Amendment) Bill 2025, which aims to improve benefits for PERKESO contributors who lose their jobs and enhance the governance of the employment insurance scheme.
