Penang: The 13th Malaysia Plan (13MP) for the Northern Corridor Economic Region (NCER) in Penang is set to emphasize an economy centered around value creation and high-value growth industries, alongside balanced regional expansion. Chief Minister Chow Kon Yeow highlighted the strategic initiatives during a recent announcement.
According to BERNAMA News Agency, Penang continues to lead the regional industrial ecosystem network, particularly within the semiconductor sector, supported by existing networks in Kulim, Kedah, Ipoh, and the emerging Kerian Integrated Green Industrial Park (KIGIP). The Chief Minister detailed plans for infrastructure upgrades, including the Penang Port, Penang International Airport, Mutiara Line Light Rail Transit (LRT), and the Juru-Sungai Dua Expressway, which are anticipated to bolster the region’s connectivity and competitiveness. These upgrades are also expected to serve as catalysts for regional development, particularly in archaeology-based tourism.
Under Rolling Plan 1 (RP1) of the 13MP, Penang plans to introduce two new projects focused on talent development to boost investment and economic growth in strategic sectors, along with the development of the supply chain ecosystem. Chow indicated that ongoing projects such as the NCER Technology and Innovation Centre (NTIC) and Penang Durian Valley@Relau would continue to receive attention and resources.
Chow further noted the progress achieved under the 12MP, with Penang’s gross domestic product (GDP) reaching RM121.49 billion, contributing 45 percent to the NCER. Investments realized amounted to RM152.5 billion, accounting for 47 percent, while 62,356 jobs were realized, representing 27 percent of the total with an average household income of RM7,386.
