Kuala Lumpur: The Parliamentary Services Bill 2025 is crucial for reinstating the independence of Parliament and ensuring the institution’s ability to perform its functions as outlined in the Federal Constitution.
According to BERNAMA News Agency, the repeal of the Parliamentary Services Act 1966 in 1992 had integrated the management of Parliament under the Prime Minister’s Department, challenging the separation of powers among the executive, legislative, and judicial branches. The introduction of the new Bill signifies the MADANI Government’s commitment to implementing institutional reforms to preserve the distinct roles of these entities.
Speaker of Dewan Rakyat, Tan Sri Johari Abdul, emphasized the importance of the Bill, urging all 222 Members of Parliament to support it. He highlighted the necessity for the Dewan Rakyat and Dewan Negara’s management to be conducted by Parliamentary Service members without executive interference, aligning with democratic principles.
Johari noted the incongruity of Parliament being managed under the Prime Minister’s Department, which contradicts the principles of a clear separation of powers. He expressed optimism that the Bill’s progression, with its second reading scheduled for next week, will garner bipartisan support to restore parliamentary independence.
The Parliamentary Services Bill 2025, first tabled on February 24, aims to establish Parliamentary Services as a distinct entity from the civil service. It proposes the creation of the Parliamentary Services Council (MPP) to oversee appointments, financial management, and program development related to Parliamentary Services.
The Bill mandates that the government allocate adequate funds annually for Parliamentary Services, enabling the MPP to fulfill its responsibilities effectively. In a recent appearance on the ‘Selamat Pagi Malaysia’ program on RTM, Johari explained that the Bill would provide the MPP with the autonomy to propose the appointment of the House Secretary, subject to the Yang di-Pertuan Agong’s approval.
Johari elaborated on the MPP’s role in financial management and staff recruitment, noting that significant decisions would require the Yang di-Pertuan Agong’s consent to ensure compliance with legal procedures. He cited an example where the MPP could independently decide on staff bonuses, demonstrating the financial autonomy envisioned by the Bill.
The second reading of the Parliamentary Services Bill 2025 is anticipated in the upcoming Dewan Rakyat session.
