Kuala Lumpur:The Ministry of Transport (MOT) will become the sole authority for approving bunkering licenses and permits starting February 1, 2027, according to Minister Anthony Loke Siew Fook. The move aims to streamline processes and foster growth in the bunkering sector, contributing economic value to the country.
According to BERNAMA News Agency, Loke discussed these changes during the Malaysia Maritime Week 2026 (MMW2026) event. He highlighted the importance of green bunkering as ships worldwide seek alternative fuels, aligning with international maritime obligations for reducing carbon emissions. The adoption of greener fuels such as methanol, liquefied natural gas, and ammonia is part of Malaysia's commitment to the 2030 Carbon Intensity Goal and the 2050 Net-Zero emission target.
Loke emphasized the necessity for a clear regulatory framework to achieve Malaysia's ambition of becoming an Asia-Pacific bunkering hub by 2030. This initiative will benefit operators by providing a consistent point of accountability, thus supporting decisions on safety, fuel quality, and environmental protection. The MOT is also advancing the Malaysia Maritime Bunkering initiative to develop a sustainable marine fuel ecosystem.
Additionally, Malaysia is collaborating with Australia to establish a policy and legal framework for green bunkering. Loke addressed the decline in Malaysia's vessel fleet, encouraging shipowners to build and register more vessels under the Malaysian flag, which will help grow the shipbuilding industry and create jobs within the maritime sector.
