MBPP To Improve SOPs On Gas-filled Balloons After Thaipusam Incident

Penang: The Penang Island City Council (MBPP) will review and improve its standard operating procedures (SOPs) concerning the sale of balloons and the use of gas. This decision follows an incident during the Thaipusam celebrations on February 1, where gas-filled balloons exploded, injuring two enforcement officers.

According to BERNAMA News Agency, MBPP mayor Datuk R. Rajendran announced that the review would focus on the types of gas permitted, on-site inspection procedures, and the enforcement actions against traders who do not comply. Despite an existing ban on the sale of gas-filled balloons, Rajendran emphasized the need for stricter inspections to ensure only approved gases are used.

The incident highlighted several procedural lapses, including the release of traders without recording their details. Rajendran mentioned that during operations, items were confiscated, but the lack of proper documentation is an area that requires improvement. He made these remarks after attending a memorandum signing between MBPP and the Social Security Organisation (PERKESO).

One of the two injured officers is currently receiving treatment at Penang Hospital, though his condition is stable. "The officer suffered burns on both hands and part of the face. Doctors are still monitoring his condition, but he may be discharged within the next one or two days," Rajendran stated.

The explosion occurred around 7:55 pm in front of the MBPP Licensing Department office when balloons seized from a trader ignited, injuring the officers. Rajendran stressed that MBPP had previously warned traders against operating, instructions which were not heeded. He also noted that the enforcement officers adhered to SOPs by releasing the gas away from public areas.
