Malaysia and US Near Agreement on Nuclear Energy Collaboration

Accra:The ongoing negotiations between Malaysia and the United States for a 123 Agreement are nearing completion. This agreement is expected to open pathways for Malaysia to enhance its nuclear technology capabilities, develop local expertise, and boost its nuclear energy sector, as stated by Raja Datuk Dr Abdul Aziz Raja Adnan, chairman of the Atomic Energy Advisory Council of Malaysia.

According to BERNAMA News Agency, the 123 Agreement is a vital legal framework, mandated by the US Atomic Energy Act of 1954, required for the transfer of nuclear materials, technology, or equipment for peaceful purposes. Raja Abdul Aziz emphasized that the successful conclusion of these negotiations would instill confidence among technology vendors to share critical information with Malaysia, which is crucial for building local expertise and preparing the workforce for nuclear power development.

Raja Abdul Aziz noted that the negotiations are in their final stages, and he anticipates no significant obstacles in signing the agreement. He highlighted the importance of the agreement in facilitating the training of personnel and gaining access to necessary information, thereby enhancing Malaysia's readiness for nuclear power development.

Training personnel in nuclear technology is currently challenging, as countries require assurance of Malaysia's commitment to peaceful nuclear power usage before agreeing to provide training. Raja Abdul Aziz explained that the dual-use nature of nuclear technology necessitates clear intentions regarding its peaceful application.

This development follows the signing of a Memorandum of Understanding Concerning Strategic Civil Nuclear Cooperation (NCMOU) between US Secretary of State Marco Rubio and Malaysia's Foreign Minister Datuk Seri Mohamad Hasan on July 10, 2025. This MOU aims to advance peaceful nuclear cooperation and reflects the shared commitment of both nations to strengthen their Comprehensive Partnership and explore new collaborative opportunities to address global challenges.
