Littering Along Pan Borneo Highway In Sarawak Subject To Legal Action – Ahmad Maslan

Sarawak: Individuals found littering along the Pan Borneo Highway in Sarawak can face action under the Local Authorities Ordinance enforced by the relevant local authorities (PBT) in the respective areas. Deputy Works Minister Datuk Seri Ahmad Maslan stated that the highway traverses several local authority areas from Telok Melano to Miri, which have the jurisdiction to enforce the relevant laws.

According to BERNAMA News Agency, Ahmad Maslan highlighted that the litter problem along the highway is attributed to multiple factors, notably the behavior of some road users who dispose of rubbish irresponsibly. Heavy vehicles, especially lorry drivers, who stop at P-Turn areas, bus stops, and road shoulders to rest or eat, often leave food waste and rubbish behind. The issue is exacerbated by the rise in traffic volume in certain areas.

Ahmad, during an oral question-and-answer session in the Dewan Negara, responded to Senator Roderick Wong Siew Lead's inquiry about the widespread littering along the Pan Borneo Highway. On the maintenance aspect, he mentioned that 15 out of the 26 sections of the highway have been completely handed over to the appointed contractor, PBH Asset Management Sdn Bhd, for maintenance purposes.

The maintenance contract is valued at RM69,248,876.40 for a three-year period from September 1, 2024, to August 31, 2027. It encompasses rubbish collection twice a week, periodic maintenance, and emergency response to ensure the safety, cleanliness, and comfort of road users.

Responding to a supplementary question from Senator Datuk Dr. Mustafa Musa about claims concerning the costliness of the Public Works Department (JKR)'s solar streetlights, Ahmad elucidated that the expense of up to RM10,000 per unit is justified by the high specifications and quality standards required for road user safety. The cost includes a five-year warranty and a special battery that can last up to two days without sunlight.

Ahmad further explained that while cheaper solar lights are available online, they lack the durability and features required. The units employed by JKR undergo testing in local and international laboratories to ensure optimal performance and safety. He added that apart from battery quality, the costs involve technical factors such as specific pole height, labor, and maintenance costs to ensure proper lighting coverage along the roadway.
