Government Reviews e-Jamin Agreement with Dapat Vista for Cabinet Submission

Kuala Lampur:The government is currently evaluating a formal agreement with Dapat Vista Sdn Bhd, the operator of the e-Jamin system, which facilitates the online payment of court bail. This review is taking place before the agreement is presented to the Cabinet.

According to BERNAMA News Agency, Deputy Minister in the Prime Minister's Department (Law and Institutional Reform) M. Kulasegaran stated that relevant departments are refining the agreement to ensure it clearly addresses services, accountability, and transparency. He emphasized the urgency of finalizing the agreement so that its terms are publicly disclosed, ensuring accountability and awareness among all parties.

The Public Accounts Committee (PAC) had previously reported that since 2020, the e-Jamin system has been functioning without a formal contract with the Federal Government. As of December 31, 2024, Dapat Vista had invested RM130.8 million of the RM193.71 million in bail deposits into the company's name, earning annual interest between RM4 million and RM5 million.

Kulasegaran mentioned that Dapat Vista had proposed three options concerning the e-Jamin system: the government purchasing the system, subscribing to its services, or paying for maintenance and operating costs before a handover. However, the Ministry of Finance rejected these proposals on October 22, 2025, opting instead to maintain the existing system at no cost through a formal agreement and a trustee bank structure.

The e-Jamin system, introduced in 2020 as a temporary measure, allows court bail payments to be completed online in less than half an hour, compared to the previous five-hour physical process. It has been utilized in 81,667 bail cases up to last year, with collections totaling RM255.198 million. Audits have shown no financial misappropriation.

Kulasegaran acknowledged the necessity of clearly defining the relationship and responsibilities between the government and Dapat Vista, especially concerning the investment of bail funds.

Meanwhile, Works Minister Datuk Seri Alexander Nanta Linggi addressed issues related to the Phase 1 Sabah Pan Borneo Highway project. Delays in land acquisition have been attributed to a shortage of valuers in the Sabah Land and Survey Department (JTU) and unsatisfactory contractor performance. Efforts are underway to improve coordination with the state government to expedite project implementation, with physical progress reported at 89.01% for Phase 1A, 37.5% for WP09, and 23.96% for Phase 1B. The Dewan Rakyat sitting will resume tomorrow at 10 am.
