CILTM Sabah Drives Logistics Reforms, Backs State Masterplan

Kota kinabalu: The Chartered Institute of Logistics and Transport Malaysia (CILTM) Sabah Section has reaffirmed its role as a key industry voice in shaping Sabah's logistics and transport reforms, following two decades of advocacy, professional development, and policy engagement. CILTM Sabah Section chairman Daniel Doughty stated that the institute has worked to strengthen the structure, credibility, and coordination of Sabah's logistics ecosystem, culminating in major milestones over the past year.

According to BERNAMA News Agency, Doughty highlighted the establishment of the Sabah Logistics Council in 2024 during the CILTM Sabah Gala Dinner 2025. This council has unified various modes of transport and supply chain policy under a single coordinating platform. The advocacy by CILTM Sabah for stronger governance and leadership in the transport sector emphasizes logistics as a strategic enabler of economic access, investment, and growth. This advocacy led to the creation of the Ministry of Industry, Entrepreneurship and Transport (MINDET), which Doughty described as a 'strategic reset' for Sabah's industrial and logistics development.

Doughty remarked on the challenges and transitions the section has endured as it approaches its 20th anniversary next year. Despite these challenges, the commitment to evidence-based policy input and industry representation has been unwavering. With the logistics council now transitioning under MINDET, Doughty stressed that Sabah stands at a rare moment where policy structure and opportunity are aligned, though clarity and disciplined execution will be critical.

To maintain progress, CILTM Sabah strongly supports the development of a comprehensive Logistics and Transport Masterplan for Sabah. This masterplan is intended to guide project sequencing, policy coherence, and resource allocation. Doughty emphasized the strategic risk of not having such a masterplan at this stage of Sabah's development, noting that it provides clarity on priorities and enables effective execution.

CILTM Malaysia is prepared to offer professional, independent, and data-driven expertise, including technical advisory capabilities in areas such as rail planning, multimodal integration, operations, and safety. Doughty concluded by stating that logistics determines whether opportunity reaches people or bypasses them. He added that if Sabah's development is the story, then logistics is the pen, reaffirming CILTM Sabah's commitment to working with MINDET, industry players, and the wider community to support the state's long-term industrialization and competitiveness.
