Cabinet Endorses Amendments to Finas Act 1981 to Reflect Industry Changes

Kuala Lumpur: The Cabinet has agreed in principle to amend the National Film Development Corporation Malaysia (Finas) Act 1981, acknowledging the rapid transformations within the nation’s film industry. Communications Minister Datuk Fahmi Fadzil, who also serves as the MADANI Government spokesperson, announced that Finas would engage with stakeholders to refine the law.

According to BERNAMA News Agency, Fahmi expressed hope that the amendments would be presented to Parliament by the June sitting or, at the latest, by the end of the year. The goal is to update the Act so it reflects the current landscape, where audiences consume films on various devices beyond traditional cinemas.

Fahmi addressed concerns about potential censorship of online streaming platforms, clarifying that the amendments focus on the filmmaking process rather than censorship. He also mentioned that the changes aim to enhance governance within Finas, especially after the merger with Filem Negara Malaysia. This includes improving human resources and assigning specific functions like film material archiving.

Additionally, Fahmi highlighted the importance of regulations to protect the welfare of film industry workers, ensuring the rights of actors and crew members are safeguarded. He noted the Ministry of Communications’ efforts over the past two years to provide social security for media workers, including part-timers and stringers, through Perkeso contributions. The ministry intends to extend similar protections to those in the film industry, recognizing their work’s part-time nature.
