Kuala lumpur: The Civil Aviation Authority of Malaysia (CAAM) has invited industry players, government agencies, academia, and members of the public to submit feedback by Sept 2 on a proposed national framework that will chart the country's Low Altitude Economy (LAE). CAAM chief executive officer Datuk Captain Norazman Mahmud stated that the proposed Malaysia LAE Framework is designed to provide the country's long-term strategic direction for developing a safe, secure, sustainable, and commercially viable low-altitude aviation ecosystem.
According to BERNAMA News Agency, the framework aims to unlock the potential of emerging technologies, including Unmanned Aircraft Systems (UAS), Advanced Air Mobility (AAM), artificial intelligence (AI), autonomous systems, and digital connectivity. These technologies are envisioned to transform service delivery across sectors such as logistics, agriculture, infrastructure inspection, emergency response, and environmental monitoring, while paving the way for future passenger mobility.
Norazman emphasized that the public consultation is a crucial step in translating Malaysia's LAE ambitions into a coordinated and implementable national framework. "Malaysia has the industrial capabilities, talent, and technological foundations to build a competitive LAE. However, its success will depend on having a clear direction and close coordination among regulators, government agencies, industry, academia, technology developers, investors, and the wider public," he said in a statement.
He highlighted that the consultation offers stakeholders the opportunity to shape a framework that supports innovation and commercial growth while ensuring aviation safety, security, and public confidence remain at the core of its development. The proposed framework was developed following feedback gathered during the Malaysia Low Altitude Economy Forum 2026 held on June 24 and is intended to complement various national plans including the 13th Malaysia Plan and the New Industrial Master Plan 2030.
The framework outlines the definition and scope of the LAE, its Vision, Mission, and Guiding Principles, as well as four Strategic Pillars: Safe Aircraft, Safe Operations, Connected Infrastructure, and Thriving Industry. These pillars are supported by key enabling foundations and a phased Implementation Roadmap for the development of Malaysia's LAE ecosystem.
Norazman concluded by inviting written feedback from industry players, government agencies, academia, professional bodies, investors, and members of the public before finalizing the framework.
