According to BERNAMA News Agency, Apex Securities highlighted that support for first-time homebuyers might continue through stamp-duty exemptions and financing assistance under the Housing Credit Guarantee Scheme (SJKP). Additionally, rent-to-own and shared-ownership schemes are expected to be maintained.
The RM20 billion SJKP guarantee ceiling set in Budget 2026 could be extended to younger Malaysians, the self-employed, and buyers without fixed or conventional incomes. The government is likely to maintain its support for rent-to-own and shared-ownership schemes, according to Apex Securities' property sector update and Budget 2027 preview.
Budget 2027 should begin channeling resources into implementing the National Housing Policy 2026-2035, focusing particularly on affordable housing. The goal is to achieve the 13th Malaysia Plan's target of one million affordable homes by 2035.
The implementation is anticipated to concentrate on additional affordable housing programs, increased use of public land, and stronger private-sector participation. Supply is expected to be increasingly aligned with local affordability and demand.
Apex Securities also mentioned that infrastructure projects, notably the Penang LRT Mutiara Line, could support long-term property demand, benefiting developers with land along or near the corridor. The firm maintains an overweight stance on the property sector, with E and O and Paramount as top picks, setting target prices of RM0.97 and RM1.51, respectively.
