Audit Reveals Weaknesses in Pan Borneo Highway and Flood Mitigation Projects

Kuala Lampur:A total of 10 work packages for the Sarawak Pan Borneo Highway (LPB) project have been fully completed, with another package nearing completion as of March 2026.

According to BERNAMA News Agency, the National Audit Department (JAN) reported that the objectives of the Sarawak LPB project could not yet be assessed due to incomplete work. The audit highlighted contract management issues, revealing that utility relocation claims worth RM1.780 billion were not executed, and payments of RM32.07 million were made for an information system that later became inaccessible.

The Auditor General's Report also focused on Phase 1 of the Sabah LPB project, which remains largely unfinished despite its commencement in 2015. Only four out of 35 work packages have been completed, while the rest are still in progress. Nine packages are flagged as 'sick' projects, and several others are either delayed or ahead of schedule. Variations in orders exceeding limits and pending utility cost claims have been noted as significant irregularities.

The report also examined the Sungai Golok Integrated River Basin Development Project in Kelantan. Phase 1 of this project has been delayed, with an extension granted until July 2027, and Phase 2 faces procurement delays. Weaknesses in planning, coordination, and contract management have led to increased costs and structural issues.

On a positive note, the Coastal Conservation Programme has met its objectives in protecting coastal areas. However, the Kuala Nerus Coastal Erosion Control Project in Terengganu faced a delay due to machinery shortages and EIA approval issues. Enhanced coordination between relevant departments is needed to complete critical components before the monsoon season.
