Kuala lumpur: The Rukun Tetangga (Amendment) Bill 2025 and the Legal Profession (Amendment) (No.2) Bill 2025 were tabled for the first reading in the Dewan Rakyat today. The bills were each introduced by National Unity Minister Datuk Aaron Ago Dagang and Deputy Minister in the Prime Minister’s Department (Law and Institutional Reforms) M. Kulasegaran, with the second reading for both bills scheduled to be tabled during the current sitting.
According to BERNAMA News Agency, the proposed amendment to the Rukun Tetangga Act 2012 (Act 751) includes a new definition of “person who has interest,” which aims to clarify the criteria for determining individuals who have interest in a Rukun Tetangga Area. The amendment also seeks to revise paragraph 7(3)(d) of Act 751 by removing the term “permanent resident,” specifying that only citizens can be appointed as members of the Rukun Tetangga Area Committee. Additionally, subsection 17(1) of Act 751 is proposed to be amended to ensure that only residents and interested citizens in the Rukun Tetangga Area may apply for membership in the Voluntary Patrolling Scheme.
The Legal Profession Act 1976 (Act 166) amendments propose changes to Section 4 to clarify the status of the Legal Profession Qualifying Board as a corporate entity with legal capacity. A new section 7A is proposed to empower the minister to revoke the appointment of certain Board members appointed by the minister, and to allow a minister-appointed member to resign. Furthermore, a new section 7C suggests that Board members receive allowances and benefits as determined by the Board and approved by the minister.
