735 Million E-Invoices Issued by 108,000 Taxpayers, Says Deputy Finance Minister


Kuala lumpur: A total of 735 million e-invoices have been issued by 108,000 taxpayers as of November 21, 2025, Deputy Finance Minister Lim Hui Ying announced. She highlighted the phased implementation of e-invoicing among taxpayers, with 64,317 having adopted it mandatorily. This includes 5,528 taxpayers in the first phase, 13,964 in the second, and 44,825 in the third. Additionally, about 44,000 taxpayers from the fourth and fifth phases have voluntarily embraced e-invoicing, showcasing a broad acceptance and compliance with the system.



According to BERNAMA News Agency, Lim was responding to an inquiry from Datuk Awang Hashim (PN-Pendang) about the e-invoicing system’s implementation and its impact on tax compliance. The government has initiated a phased rollout to aid businesses, especially micro, small, and medium enterprises (MSMEs), in adapting to e-invoicing. Companies with annual sales below RM5 million are included in this initiative.



The fourth phase, commencing on January 1, 2026, will incorporate businesses with annual sales between RM1 million and RM5 million. The fifth phase, set to start on July 1, 2026, will encompass businesses with annual sales between RM500,000 and RM1 million. Lim emphasized that small traders with annual sales below RM500,000 are exempt from the e-invoicing requirement, sparing them from additional costs related to acquiring technical skills for e-invoicing implementation.



Lim also mentioned that the government has launched the MyInvois portal, developed by the Inland Revenue Board, to further support MSMEs. The MyInvois portal is freely available for sending e-invoices, and a MyInvois mobile application has been developed to facilitate e-invoicing via smartphones. The MyInvois ePOS system acts as a digital point-of-sale platform, allowing sellers to issue e-invoices in real-time during transactions or enabling buyers to request e-invoices post-transaction.
