2,974 Littering Offence Notices Issued Since January 1, Reports SWCorp

Kuala lumpur: A total of 2,974 Notice of Offence (NPK) have been issued for minor littering offences since enforcement began on January 1. Solid Waste and Public Cleansing Management Corporation (SWCorp) Chief Executive Officer Khalid Mohamed shared that of the total, 2,242 notices were issued to local citizens, while 732 were issued to foreigners.

According to BERNAMA News Agency, Khalid Mohamed stated that nine offenders were sentenced by the court to carry out Community Service Orders (PKM) ranging from one to four hours, to be completed within one month. Among these, eight are locals and one is a foreigner from China, aged between 29 and 61. This announcement was made during the sixth PKM series in Jalan Yaacob Latif, Bandar Tun Razak.

The enforcement of PKM for littering offences in public places began on January 1, in accordance with the Solid Waste and Public Cleansing Management Act 2007 (Act 672) (Amendment 2025). Convicted offenders may face fines up to RM2,000 and/or PKM for up to 12 hours. The seventh PKM series is planned for April 30, involving over 100 offenders from various regions including Perlis, Kedah, Federal Territories, and more under Act 672.

Khalid highlighted that individuals aged between 30 and 39 accounted for the highest number of offences, totaling approximately 30 percent or 896 individuals. Additionally, 15 child offenders have been recorded and will be engaged with the Social Welfare Department (JKM) soon.

Addressing the background of offenders, Khalid emphasized that SWCorp's enforcement does not discriminate, as offences span across groups such as students, self-employed individuals, civil servants, and private sector workers. He noted a case involving a pregnant woman who was sentenced to a one-hour PKM, where she was assigned light duties such as litter picking, with continuous monitoring from SWCorp officers to ensure her wellbeing.

Khalid assured that SWCorp will continue to bolster campaigns, publicity, and public awareness efforts alongside strengthening enforcement. He reported an increase in arrests by about 25 to 60 times in April compared to January to March. During the PKM implementation period, offenders are tasked with cleaning public areas to ensure a clean, safe, and conducive environment for public use.
