Tabung Haji Financially Stable with Asset Growth, States Ministry of Finance

Kuala lumpur: Lembaga Tabung Haji's (TH) current financial status is stable and showing signs of strengthening, as its assets now exceed its liabilities, alongside an increase in depositors' savings and an improved distribution rate, according to the Ministry of Finance (MOF).

According to BERNAMA News Agency, the Ministry of Finance emphasized the government's unwavering commitment to TH, highlighting that as of December 31, 2025, TH's total assets stood at RM98.58 billion, surpassing liabilities of RM95.63 billion. Depositors' savings have seen a significant rise from RM75.4 billion in 2018 to RM93.4 billion in 2025.

Additionally, the distribution rate has increased from 1.25 percent in 2018 to 3.50 percent in 2025, amounting to a total distribution of RM3.22 billion. The MOF reassured that TH depositors' savings remain secure, with the government guaranteeing the entire savings of each depositor under Section 24 of Act 535.

The ministry further explained that the haj savings of the people are safeguarded and that the institutions holding these aspirations will continue to be protected for both current and future generations. However, MOF noted that financial and investment mismanagement losses before 2018 have not vanished, with the government shouldering bailout costs through public funds and taxpayers.

The burden was also felt by 9.7 million depositors, who received a distribution rate as low as 1.25 percent in 2018 and approximately three percent during the recovery year. MOF clarified that the government will refrain from interference and will not protect any individual, leaving prosecution decisions entirely to the prosecutors.

To prevent a recurrence of this crisis, the government is committed to amendments to the Tabung Haji Act 1955 (Act 535), including introducing Securities Commission oversight of Tabung Haji's investment activities, in line with the Royal Commission of Inquiry's (RCI) recommendations.

Earlier, Finance Minister II Datuk Seri Amir Hamzah Azizan, while speaking at a special parliamentary sitting, revealed that TH's losses amounted to nearly RM13 billion. This figure includes RM10.2 billion of losses absorbed by the government through Urusharta Jamaah Sdn Bhd (UJSB) in 2018, and RM2.6 billion in impairments managed by TH itself.
