Kuala lumpur: A total of 15,678 notices of offence (NPK) have been issued by SWCorp to individuals for littering in public places across seven jurisdictions that have adopted the Solid Waste Management and Public Cleansing Act 2007 (Act 672) in the initial eight months of this year.

According to BERNAMA News Agency, Zulkifli Tamby Chik, SWCorp's deputy chief executive officer (Technical), disclosed that 11,109 of these notices were issued to locals, while 4,569 involved foreigners. The offences predominantly included discarding items such as cigarette butts, plastic bottles, paper, and tissues in public spaces.

Out of the 4,569 foreigners who received notices, 3,870 were workers, and 699 were tourists. Enforcement actions are being taken irrespective of nationality, as Zulkifli emphasized after the Zero Waste Temiang Run 2026 programme. He also mentioned that 1,928 cases have been approved for prosecution, while 1,087 cases are scheduled for court mentions.

As of last August, 693 cases have been adjudicated, with 599 individuals having completed community service orders. These community services include cleaning drains, clearing rubbish from streets, and collecting waste. The duration of community service can extend up to 12 hours, with the court typically ordering a minimum of four hours, in addition to imposing fines, based on its discretion and consideration.

SWCorp initiated the enforcement of the Community Service Order on January 1 this year to bolster actions against those found guilty of littering in public areas. Presently, the Act is in effect within the Federal Territories of Putrajaya and Kuala Lumpur, as well as in Negeri Sembilan, Melaka, Kedah, Pahang, Johor, and Perlis.
