SKBBK Scheme Ensures Coverage for Employees Without Age Restrictions

Kuala lumpur: The Non-Workplace Accident Scheme (SKBBK), introduced through amendments to the Employees' Social Security Act 1969 (Act 4), provides coverage for employees without any age restrictions, as confirmed by Human Resources Minister Datuk Seri R. Ramanan. The scheme ensures that employees remain eligible for protection regardless of age, as long as they are actively employed, including those over the age of 60.

According to BERNAMA News Agency, Ramanan emphasized that SKBBK does not cover accidents that occurred prior to its effective date, as it lacks retrospective effect. Coverage is limited to incidents happening within Malaysia, adhering to the country's laws for enforcement, investigation, and implementation. Employees on official assignments abroad maintain coverage under the Work Accident Scheme, even for daily activities like meals near their accommodation after working hours. However, protection is not extended to personal activities such as sightseeing or shopping.

Ramanan also highlighted that the SKBBK scheme involves setting contribution rates in stages. The rates are structured in three phases: 0.75% in the first phase, 1.0% in the second, and 1.25% in the third, aiming to minimize financial burdens on employees. The amendments also introduce new contribution categories, enabling employees to contribute through their employers. The Employees Social Security Bill (2025) was passed following a debate involving 11 senators.
