Senator Calls for Green Financing Incentives to Boost MSMEs’ Role in Decarbonisation


Kuala lumpur: The government is being urged to provide green financing incentives to micro, small, and medium enterprises (MSMEs) to aid the country’s transition towards decarbonisation, Senator Datuk Ng Keng Heng addressed the Dewan Negara.



According to BERNAMA News Agency, Senator Ng emphasized the necessity of a suitable payment mechanism and a readily accessible micro-credit guarantee scheme to ensure the green agenda in Malaysia is inclusive. He highlighted that the global energy transition and net-zero carbon agenda are not merely about meeting climate targets but also present an economic opportunity for local entrepreneurs.



Senator Ng proposed that the government consider expanding incentives for rooftop solar installations, implementing payment schemes for energy storage, and providing targeted subsidies for small industries wishing to engage in the decarbonisation process. His remarks came during the debate session on the Supply Bill 2026.



Ng pointed out that some small business owners in Johor have already participated in solar incentives through the net offset virtual aggregation (NOVA) scheme under the net energy metering (NEM) program, supported by the state government. Furthermore, the Johor state government has conducted a sustainability awareness program in Batu Pahat to encourage and assist small factories and commercial businesses in transitioning to solar energy.



He noted that small industries in Johor, including factories in Batu Pahat and Pasir Gudang, have benefited from solar incentives due to robust support from the state government. Solar leasing companies, which qualify for tax exemptions, help make solar installations more affordable for small industries.



Ng concluded by stating that the synergy among all stakeholders is a beneficial approach that should be refined, improved, and adapted for broader distribution to small industries across the country.
