Selangor Launches SA500 and NINE Super App to Boost Business and Public Services

Kuala Lumpur:Contractors and residents in Selangor now have enhanced access to financing and state services with the launch of two new initiatives, Selangor Advance 500 (SA500) and the NINE super app. These were introduced by Menteri Besar Selangor (Incorporation) (MBI Selangor), the state's strategic investment arm.

According to BERNAMA News Agency, the initiatives were unveiled by Menteri Besar Datuk Seri Amirudin Shari at the Selangor International Business Summit (SIBS) 2026. SA500 is designed to help contractors maintain project operations while awaiting payments. Concurrently, the NINE super app provides a unified digital platform for accessing various state government services.

These initiatives aim to streamline processes for businesses and residents amid global uncertainties. SA500, an expansion of the state's Shariah-compliant supply chain financing program powered by CapBay, targets around 500 companies and contractors. It is supported by a RM200 million allocation from Selangor Advance's revolving fund, facilitating cash flow between completing work, invoicing, and receiving payments.

MBI Selangor's CEO, Datuk Ts Saipolyazan M Yusop, highlighted the programme's role in generating sustainable value from state resources. Selangor Advance director Ang Xing Xian noted that the initiative helps bridge the gap between work completion and payment for contractors and suppliers. The financing facilities offered include invoice financing, performance bonds, and revolving credit, all structured under the Shariah concept of Tawarruq.

The NINE app, effective since September 1, 2026, serves as Selangor's sole super app, integrating a range of services from welfare assistance to digital payments. It is also the channel for the state's RM30 monthly public transport subsidy, extended to KTM Komuter services on October 1. Users of the former CEPat platform are transitioning to NINE, with CEPat set to discontinue by the end of the year.

These initiatives support the Rancangan Selangor Kedua (RS-2), aiming to position Selangor as a model state for growth and quality of life by 2030.
