Putrajaya: Enforcement actions against premises converted into overcrowded rental accommodation, commonly known as "bilik sarang burung," must be conducted regularly to ensure compliance with stipulated laws. Minister in the Prime Minister's Department (Federal Territories) Hannah Yeoh emphasized the importance of responsibility among all local authorities. She also stressed the need for thorough monitoring of enforcement officers to prevent the abuse of power in carrying out their duties.
According to BERNAMA News Agency, Yeoh stated that the president of Putrajaya Corporation, the Mayor of Kuala Lumpur, and the chief executive officer of Labuan Corporation must closely oversee their enforcement units. She highlighted the potential for abuse of power if these units are not properly monitored. Yeoh's comments came after attending the 2025 Star Rating Awards for Quality Management of Stratified Development Schemes for the Federal Territory of Putrajaya.
"Bilik sarang burung" refers to premises that have been illegally converted into cramped rental units, often accommodating high occupancy and posing significant fire safety risks. It was recently reported that 502 premises nationwide have been identified as having undergone extreme makeovers based on this concept from 2023 until early this year.
Malaysian Fire and Rescue Department director-general Datuk Seri Nor Hisham Mohammad noted that this practice is prevalent in major cities like Kuala Lumpur, Selangor, Penang, and Johor. The high demand for affordable accommodation among workers, students, and the middle-income group contributes to this trend.
Regarding the event, Yeoh mentioned that the organisation of the awards ceremony and a lucky draw for property owners who paid their assessment tax early are vital initiatives. These efforts aim to promote a culture of timely and disciplined payment, which contributes to the development of Putrajaya. She underscored the responsibility of every homeowner to pay the assessment tax and suggested that recognising those who make timely payments could motivate others to meet their obligations without delay.
