Penang State Assembly Approves 2026 Budget and Passes Key Legislative Measures

Penang: The Penang State Legislative Assembly session, which commenced on November 14, has been adjourned sine die after a comprehensive agenda.

According to BERNAMA News Agency, throughout the assembly meeting, a total of 73 oral questions, 766 written questions, three motions, and two bills were presented. The Supply Bill and the 2026 Development Estimates were key highlights, presented by Chief Minister Chow Kon Yeow, and were passed following debates involving 40 assemblymen.

Last Friday, Chief Minister Chow introduced the RM1.088 billion 2026 Budget. The budget outlines the state’s lowest projected deficit of RM19.92 million, a significant reduction from the estimated RM33.63 million deficit for 2025.

Several important motions were approved during the session. One involved the reclassification of the ‘Kompleks Masyarakat Penyayang’ Management Trust Account to a trust fund under Section 10 of the Financial Procedure Act 1957. Other motions included the revocation and new appointments within the appeals board under the Penang Freedom of Information Enactment 2010 for the 2024/2027 term.

Additionally, the Members of the Administration and the Legislative Assembly (Remuneration) Bill 2025 was unanimously passed. This bill proposes a salary increase for assemblymen and state executive council members, reflecting the assembly’s commitment to adjusting remuneration in line with responsibilities.
