Penang: The Penang government is strengthening planning requirements for selected developments to ensure transit-oriented development (TOD) focuses not only on higher density, but also on connectivity and public amenities. State Local Government, Town and Country Planning Committee chairman Jason H'ng Mooi Lye explained that these requirements, developed through PLANMalaysia@Pulau Pinang, aim to encourage and strengthen TOD implementation across the state.

According to BERNAMA News Agency, TOD components have been incorporated into the Draft Penang State Structure Plan 2040 (Review). The concept is broader than just enabling developers to build high-density areas; it emphasizes overall connectivity and the provision of basic amenities for the public residing in surrounding areas. H'ng highlighted that with future infrastructure like the Mutiara Line Light Rail Transit project, bus stations, and taxis, residents require good connectivity for efficient public transport use.

H'ng also mentioned that additional guidelines and requirements related to TOD will be introduced, with implementation on a case-by-case basis considering the location, environment, and specific characteristics of each development. The aim is to enhance first- and last-mile connectivity, especially following the construction of the Mutiara Line LRT project. Covered walkways, in particular, are being prioritized for developments near TOD zones or public transport stations to encourage walking and reduce reliance on private vehicles.

He emphasized the importance of starting preparations now to avoid issues once the LRT is operational, stressing that if the LRT is ready but lacks covered walkways and good connectivity, it will pose a problem. The state government has appointed a consultant to develop the TOD concept for Penang, which has been discussed at the state government level. TOD areas have also been identified in the local plans of the Penang Island City Council (MBPP) and the Seberang Perai City Council (MBSP).

H'ng underlined that Penang can no longer allow land use planning, development, and transport to evolve separately, especially with the Mutiara Line LRT project's ongoing construction. This integrated approach ensures that the people of Penang can fully benefit from every transport development, alongside increasing public transport usage.

The one-day conference organized by the MIP Northern Branch focused on Penang's preparations for the changes expected from the Mutiara Line LRT project. It also explored how TOD can integrate transport, land use, housing, environmental sustainability, and economic development.
